The Governing Council directs and manages the affairs and property of the CVS, subject to the provisions of the Bye-Laws and the Resolutions of General Meetings of Members which have been duly summoned and held in accordance with the Bye-Laws and duly recorded in the Minutes of the meeting. The decisions of the Governing Council on all matters dealt with by it in accordance with the provisions of the Bye-Laws and the Regulations, and such Resolutions of General Meetings of Members as aforesaid, shall be final and binding on all classes of members.The Governing Council appoints Committees/ Chairs and delegate any of its powers to any such Committees as given in Byelaws and shown in Organogram.
The Governing Council, in addition, delegate any of its powers to the President, the Chairperson of State or Local Chapters, the Secretary and Director General, Treasurer or such other person or persons or bodies as it may appoint or constitute from time to time for the efficient working of the CVS.Each member of the Governing Council present in person shall have one vote.The Governing Council make, amend or rescind Byelaws provided that such addition, amendment or rescission shall not come into operation until the same has been approved by an Extraordinary or normal General Body Meeting of Members.The Council may make, amend or rescind Regulations provided that the same be not repugnant to the Bye-Laws, and no such addition, amendment or rescission shall come into operation until the same has been approved by a Special or normal General Body Meeting of Members.
